- Place the sliced bell peppers and onion on the baking sheet and toss with 1 tablespoon olive oil, half the salt, black pepper, and oregano.
- Roast for 15-18 minutes, stirring once, until the vegetables are tender and lightly caramelized.
- Reduce the oven temperature to 375°F (190°C).
- In a large bowl, whisk the eggs with the milk, remaining salt, and garlic powder until well combined.
- Stir the parsley, chives, and thyme into the egg mixture.
- Heat 1 tablespoon olive oil or butter in a 10-inch oven-safe skillet over medium heat, then spread the roasted peppers and onions evenly across the bottom.
- Pour the egg mixture over the vegetables and scatter the crumbled herbed goat cheese evenly over the top.
- Cook on the stovetop for 2-3 minutes, then transfer the skillet to the oven and bake for 10-12 minutes, or until the center is just set.
- Rest the frittata for 5 minutes before slicing, then garnish with additional fresh herbs and serve warm or at room temperature.
