- Heat oil in a saucepan over medium heat.
- Add rice and cook, stirring often, for 3-4 minutes until lightly golden.
- Add onion and cook for 2 minutes until softened.
- Add garlic and cook for 30 seconds until fragrant.
- Stir in tomato sauce, broth, cumin, chili powder (if using), and salt.
- Bring to a boil, then reduce heat to low.
- Cover and simmer for 18-20 minutes, until liquid is absorbed.
- Remove from heat and let rest for 5 minutes.
- Fluff with a fork and serve warm.
