- Preheat the oven to 375°F (190°C) and lightly grease a baking dish.
- Bring a large pot of water to a boil and cook the cauliflower for 5–6 minutes until slightly tender but still firm. Drain thoroughly.
- Melt 2 tablespoons butter in a saucepan over medium heat. Add the garlic and cook for about 30 seconds.
- Stir in the flour and cook for 1 minute, stirring constantly.
- Gradually whisk in the milk and cook for 3-5 minutes until the sauce begins to thicken.
- Reduce the heat and stir in the cheddar, Parmesan, paprika, onion powder, salt, and black pepper until the cheese is melted and the sauce is smooth.
- Arrange the cauliflower in the prepared baking dish and pour the cheese sauce evenly over the top.
- Combine the breadcrumbs, Parmesan, melted butter, and parsley in a small bowl. Sprinkle evenly over the cauliflower.
- Bake for 25-30 minutes until bubbling around the edges and golden and crispy on top.
- Let the cauliflower bake rest for 5 minutes before serving.
