- Preheat oven to 375°F (190°C).
- Steam cauliflower florets for 5 minutes until slightly tender.
- In a saucepan, melt butter over medium heat.
- Stir in flour and cook for 1 minute.
- Slowly whisk in milk until smooth.
- Cook until sauce thickens slightly.
- Stir in half of the shredded cheese.
- Place cauliflower in a baking dish and pour sauce over it.
- Top with remaining cheese.
- Bake for 25-30 minutes until golden and bubbling.
