- Whisk flour, milk, olive oil, herbs, salt, and black pepper until smooth.
- Dip each cabbage wedge into the batter, coating evenly.
- Place wedges on the prepared baking sheet with space between them.
- Bake for 35 minutes, turning once halfway, until golden and crisp.
- Remove from oven and serve hot.
